Chip-based ECU - Getting tuned without a dealer? Conversion

Hi,

I bought a car that has Neptune but is chip-based apparently as it has no usb ports available and only a chip inside the ECU.
My tuner is not licensed to tune Neptune but tunes everything else.

I want to take advantage of the Neptune set up I already have and am wondering if there is any way I can do this without having to spend $400 or only dealing with a licensed dealer.
Is it possible to get some sort of USB attachment chip or software?

What are my possible options for making use out of this set up?

Only dealers can tune the chip based option. The end user NepTune RTP would require you to upgrade.
