setting up ecu correctly for locked vtec

I have a track car (99HB) that i use for autocross and drag racing that i drive occasionally to meets.
I am using this vehicle to learn how to tune so please bear with me.

After having vtec engagement issues it came down to buying a new solenoid($$$) so i concluded that the benefit of more oil pressure and not having to worry about another expensive solenoid; i locked the rockers with JBtuned pins and removed the LMAs.

Now, it is all back together but i don't know what to do with neptune rtp.
I've tried researching what changes i need make to my ecu in order to be able to street tune it. but have not found any information.

any help is greatly appreciated.
i really want to get this thing runing.
It stands it fires right up with the OG tune but it wont stay on without throttle input.

b20vtec
775cc FIC
aem WB
gsr head and cams
8.8:1 CR
all motor for now.

Thanks,
Formby

Disable VTEC and tune it with low cam only. There's also an option to use high cam maps only.
