TPS SENSOR ISSUE,

Hey guys, so i'm having some trouble with a car i'm tuning,
99 civic. was A/T. obd2b to obd1 harness, skunk 2 throttle.

i'm getting 0.37v at closed throttle and only 2.30v at wot, i managed to get it calibrated (0%=0.37v 100%=2.30v) but the tps range is very poor, i am getting only 3% tps value at about 20% throttle.
so at low throttle. even if my foot is at 5% tps value will be 0-1%, so my tip in and fuel cut are all junk,

changed the ecu.
checked for 5v feed.
checked for sensor ground,
checked sensor signal and even ran a external wire from the tps to the ecu,
checked a different throttle with a different tps.

any ideas?

is it the stock throttle cable, you should have a lot more throw than that, what throttle body are you using, there maybe a throttle stop on it to stop throttle plate from completely closing. I know I had a similar issue when i swapped and throttle cable didnt fit right or was not routed properly for the intake i had

i believe the cause is the bracket that mounts to throttle body for throttle cable i had to cut a v out of mine but that was with s2 intake
